Dr. Kay is a PA & DE licensed psychologist, Nationally Certified School Psychologist, PA Certified School Psychologist & Fellow of American Board of Psychological Specialties in Educational & School Psychology. She provides Independent Educational Evaluations (IEE's) for school-age children, adolescents, college students, and adults with learning disabilities.
Dr. Kay provides IEE's for students with learning disabilities, attention deficit disorders, Dyslexia, Non-Verbal Learning Disabilities, Autism-spectrum disorders, Dysgraphia, Tourette syndrome, intellectual disabilities, mental giftedness, math disabilities, behavior problems, emotional disorders, school admissions, and multiple-exceptionalities. She also provides testing for foreign language waivers, ADA accommodations, career & vocational guidance, concussions and traumatic brain injury (TBI), and twice-exceptional students. Additionally she evaluates elegibility for testing accommodations on high-stakes tests such as the SAT, ACT, GRE, MCAT and LSAT exams.
Since many of our clients have had previous testing done, Dr. Kay performs consultations and records reviews to determine if additional assessment is warranted and necessary. She also provides district- and parent-funded IEE’s, evaluations for college and private school students, and Expert Witness testimony in educational due process proceedings to ensure provision of special education programs, services, and individualized interventions that will be effective and result in academic gains.

A parent's right to request an Independent Educational Evaluation (IEE) at school district expense is one of the strongest rights in Federal and State education law. IEE's are also recommended by education experts whenever a parent disagrees with or questions the results and/or recommendations of the district's evaluators. An IEE provides an in-depth understanding of the child's information processing strengths and needs, present academic achievement levels, response to previous interventions, social and emotional functioning, career/vocational interests/aptitudes, and need for specially designed instruction, accommodations and assistance.
If a parent requests the school district to pay for an Independent Educational Evaluation (IEE), there are two and only two answers that are legal under state and federal statutes:
